Background
According to Humanitarian Needs Overview (HNO, February 2019), about 2.62 million school-aged children were affected by displacement and in need of urgent humanitarian education support. The HNO noted that among IDP school-aged children, 146,000 children or 13.5% located in 124 IDP sites did not have access to any form of educational services. While the process of returns to place of origin or potentially relocation continues these figures would continue to change as the numbers of displaced would decrease and the numbers of returnee and/or relocated children would increase, the need to provide support to areas of return and/or relocation also continues be critical. As per the regional assessments noted that 469 schools were affected by emergencies with 242 closed, 107 totally destroyed, and 120 partially damaged due to conflict, drought and/or food emergencies with many serving as shelter for displaced populations (12 in Afar, 122 in Amhara, 244 in Somali, 63 in Oromia, 13 in Benishangul Gumuz, and 19 in SNNP) meaning that hundreds of thousands of school-aged children in emergency-affected host communities could not access educational services.
Justification
To respond the education needs of these children, the federal Education Cluster with MoE developed a three- year Education Cannot Wait Multi-Year Resilience Programm (ECW MYRP) from 2020 to 2023 aiming to reach 745,997 !DPs/Returnees children (365,579 girls) . The ECW MYRP follows a geographical targeting approach based on the Government of Ethiopia Hotspot woreda classification and Education Cluster assessments. Forty-four natural disasters and/or conflict affected priority Woredas have been selected in consultation with regional education authorities and disaster risk management committees, as well as EiE cluster partner federally and in emergency affected regions. The programm aims to improve the inclusive quality of education, and create equitable, safe, protective and gender-sensitive learning environments through a 'comprehensive school safety' approach to school construction, rehabilitation, and management to reduce risks to learners and educational staff. The programm is led by Ethiopia's Ministry of Education in partnership with Save the Children International, UNICEF, Education Cannot Wait and the Education Cluster.
